Excerpt from pg. 3 … IRBs to Be Evaluated On Effectiveness (#5)
We continue this month with more details on how IRBs and their institutions will be evaluated, perhaps in the not-too-distant future.
We resume where we left off in our presentation of the key document titled “SACHRP Recommendation on GAO-23-104721, INSTITUTIONAL REVIEW BOARDS: Actions Needed to Improve Federal Oversight and Examine Effectiveness.”
SACHRP recommendations in this case take the form of analyzing how various IRB functions can be assessed, using four criteria: “Feasibility for Government to Enact,” “Measurability,” “Assessment of Whether [a standard is] More Administrative/Procedural or [Involves] Substantive Ethics,” and “Example of Effectiveness Measures [of a proposed standard].”
After defining the first two criteria in past HRRs, we now present SACHRP’s explanation of criteria three and four.
